Baggy shorts are defined by two things: how wide the leg is, and where it stops. Those are exactly the two things you cannot control when you buy them. Either the leg is not wide enough, or the length lands somewhere you did not want it to.
That is the whole argument for sewing your own. This pattern is cut properly oversized — wide through the hip and thigh, straight down to just below the knee — and once you have made one, you know exactly how to make it longer, shorter or wider next time.
