Two things make this skirt worth the six hours it takes. The first is the pleats: they are released from under a flat waistband rather than gathered into it, so the waist stays smooth and clean while the skirt gets all its volume lower down. That is the difference between a skirt that looks made and a skirt that looks home-made.
The second is the pockets — real ones, set into the side seams, deep enough to put your hands in. Which is, for most people, the entire reason to sew a skirt at all.

Choose a fabric with body that takes a press: linen, linen-viscose blend, medium-weight cotton, light gabardine, or a crepe with structure.
The pleats need a fabric that holds a crease. Very light, slippery or stretchy fabrics will not hold them, and the skirt will lose its shape.
